- If someone contributes high-quality and low-problem edits for a long period of time, and if they need the extra tools that admins get, then they will be considered -- the act of long-term contribution would let the person know whom to ask.
- If they have advanced permissions on other wikis, that helps a lot.
- If they have active blocks on other wikis, that reduces the chances a lot. Quiddity (talk) 22:54, 30 April 2018 (UTC)

Now that Wikitech is connected to SUL, I propose we adapt the MediaWiki.org policy that allows stewards and global sysops to act here by default:
