Bullseye tool adoption

Hey GN, sucks to be writing this, but I hope you're doing well off-wiki :)

Per the abandoned tool policy I am giving notice that I would like to adopt bullseye and be added as a maintainer. I'm sure there's a number of other folx who would like to be maintainers too, to ensure the tool keeps going.

I'll be notifying you on enwiki and via email too, as required, and you have 14 days to object if you wish.
