IPASpeaker is a web service for speaking out strings in the International Phonetic Alphabet (IPA). This will be useful for Wikidata and Wiktionary. The current implementation is a small Python server that converts IPA to an internal format, calls eSpeak-NG to generate an audio stream for the phonemes, and then sends back that audio file to the client.
