Justification for shell access

i plan to run a bot for wikidata. right now it is not yet approved and for the tasks i already wrote it can run on my computer. but for future tasks it would be helpful to have a 24/7-computer and direct db-access. so i'm not in a hurry, but would like to participate. maybe i'll also write a tool or so.
