The Tools project is for running bots and web applications. AFAIUI, you want a Gerrit repository for your extension so that you can upload your code there and others can submit patches. To do that, please follow the instructions at mediawiki.org. (If you additionally want access to the Tools project to run a bot or a web application, please re-open your access request.)
