CatCompare Tool Review

@Komla Sapaty: I wrote that tool almost half a decade ago, before this requirement for a more-or-less one-off task. I'm reasonably sure it hasn't seen traffic in a couple years, and I'm not even sure it's even borderline effective these days because of how it's written. I will likely delete it.
