Your Wikitech account has been attached to the SUL account you associated it with using toolsadmin.wikimedia.org or idm.wikimedia.org. I got your email ping about the block from 2022-01-06. I have unblocked your Wikitech account because the SUL migration has disconnected the Developer account from this wiki account.

The missing email attribute on your Developer account in retrospect was very likely caused by the T339917: wikitech logins set the email address every time bug; we just did not understand that problem at the time.
