In your request you stated that you needed Labs access for the Icinga instance. If you mean http://icinga.wikimedia.org/ by that, unfortunately, no luck :-(: At the moment WMF's Icinga is only accessible by "the inner party"; you might want to subscribe to the corresponding bug to stay up to date on that.
