ZNC buffer playback

My ZNC bouncer and clients are configured to avoid unnecessary buffer playack when a client connects. Sometimes this is limiting and I would rather see all of the buffered history.

/znc *playback PLAY ##stashbot 0 to replay all messages ZNC has buffered for ##stashbot.
