Clarification on installed versus active

"ZeroBanner (installed on all Wikimedia wikis) detects the header". I haven't checked the config, but this may be the case. Would you please verify? zerofetch verification

"Verify zerofetch ran successfully (how?)" - the proof will be in Action API responses either as an end user or, if logged into the partner portal as an admin, when using the Action API to get all of the IPs across all of the configurations. ZeroBanner internals

It would be ideal to provide a brief high-level overview of the inner workings of ZeroBanner. I'm not sure who is the right person to provide that. I have found that it is easy to guess wrong at what's happening and break things; e.g., this puppet change:
