I don't have any first-hand knowledge of the problems, but it seems like the best overview is the instructions that used to be on the page. I've linked them from the current version. From some comments in Phabricator (T316955#8209526, T260647#6475601), it seems like implementing the renames in Gerrit is the biggest obstacle.
