Additional Phab 2fa requirement for #WMF-NDA access

Hey SRE - Would we be able to update this page to reflect the fact that any process (manual or automated) which adds Phabricator users to the #WMF-NDA project/policy should require a check that users have Phabricator 2fa enabled? PSI is trying to be more strict around this and we've recently updated the steps described at https://phabricator.wikimedia.org/tag/wmf-nda-requests/ to reflect this requirement.
