3+ hours of truly tearing my hair out later...
... whatever the instructions are here, they don't work for pywikibot 11.0.0 – someone who knows how to do the instructions better than I could can edit them for the latest release, but until then, I'm editing the instructions to have it install 10.7.5, because that actually works with these instructions. Customer script vs library
it’s not obvious to me if my project which uses PyWikibot as a library should be installed the same way, but would appreciate any pointers.
