Obsolete:ReaderFeedback setup

1. Source the DB patch:

php /h/w/c/p/maintenance/sql.php /h/w/c/p/extensions/ReaderFeedback/ReaderFeedback.php --wiki=dbname

2. Set up the namespaces, modify wmgFeedbackNamespaces in InitialiseSettings.php

3. Set wmgUseReaderFeedback to true in InitialiseSettings.php
