What would you like to use your Tool Labs account for?
I run the Wikimedia Tutorial project, funded by a WMF grant. I need the ability to upload HTML5 or SWF files to Wikimedia, but Commons is only permitting OGG. Wikitech users have advised use of Tool Labs for this purpose. I am a trusted reviewer and rollbacker at en:WP.
